The output here seems like an incompatibility between cef-pdf and a proxy connection rather than an incompatibility with Windows. Do you access the internet via a proxy?

If you do use a proxy please try with and without a proxy if you can and if it works without the proxy then please update the name of the ticket to reflect that.

If proxies which use PAC scripts are not currently supported such support should be considered for addition to cef-pdf.
