TST: Seal the fate of pandokia tests

Currently, stistools tests are disabled on pandokia. I think Christine disabled them a long time ago because they were chronically failing. Now that there is an effort to convert these tools to Python, these tests should be revisited. Possible fate:

1. Permanently deactivate them without porting if it makes more sense to write new tests with the Python tools.
2. Port them over to either Jenkins or Travis CI as appropriate for the Python tools.
