Allow JWQL pages to load even when JWST Program Info server is down

Issue JWQL-252 was created on JIRA by Bryan Hilbert:

There have been a number of instances lately where the JWST Program Information server has gone down. https://www.stsci.edu/jwst/science-execution/program-information

JWQL uses this service to populate program information on the program and exposure level pages. When the service is down, JWQL is unable to create its pages, and fails. We should update our calls that retrieve program information such that when the JWST service is unavailable, JWQL is able to work around it and still build pages.
