Add ability to show PRD data for a given program

Issue JWQL-251 was created on JIRA by Bryan Hilbert:

This issue was brought up today in a JWQL presentation to JWST Project Scientists. It may be helpful to be able to quickly pop up observation information for a given program. 

 

The information is currently retrievable via APT. Querying and displaying info from the PRD would be faster and perhaps easier to read than opening APT and interpreting observations/exposures.
