Drizzlepac: Get non-Jenkins regression tests to pass

Issue HLA-1402 was created on JIRA by Steve Goldman:

As we are moving away from regression testing with Jenkins, we need to ensure that the tests are passing on the new github actions regression test suit. 

This will involve debugging the tests and updating the truth files. 

 

The goal is to suspend the use of Jenkins testing by December 18th.
