Feature: ]backfill

Backfill command, to rescan a certain amount of screenshots that were posted while the bot was down.
Could be a bit of work, not sure.

Suggest the ]approve solution covers the need for this.

@ukbigdave In a way it does, but ]c doesn't allow multiple tags at a time
This command would be good for a situation where the bot is down for an extended period like a half day or so (god forbid)

If we still want this, it'll have to be after the big optimization, otherwise it will be too intensive
