Create close duplicate tabs feature #2

If a duplicate tab is navigated to (whether the duplicate is in the closed tabs or is a currently opened tab), the duplicate tab should be closed.

The normal rules for closing a tab still apply, which means the duplicate will not be closed if either of the following are valid:

the duplicate tab is pinned
the duplicate tab is locked
the duplicate tab is active
the duplicate tab is whitelisted

Question: If a pinned tab navigates to a duplicate page, should the duplicate tab be closed, or are pinned tabs really special?
