Add support to show ECN marked packets on "show queue counters"

Description

We don't have a way to see ECN marked packets as a part of sonic commands today. We need to go BRCM shell to dump these statistics. We need to enhance existing "show queue counter or show queue counters --voq" commands to see this data.
