Changing screenshot keyboard shortcut doesnt work

Description

Setting a different shortcut for the printscreen key makes it do nothing instead.
Rebooting resets it back to the normal screenshot utility.

Steps to reproduce the issue

1. open "keyboard"
2. click "view and customize shortcuts"
3. click "screenshots"
4. change printscreen to "copy a screenshot of an area to clipboard" instead

Actual result

printscreen now does nothing.

after rebooting the settings are still set like i left them, but printscreen now returns to taking a full screenshot into ~/Pictures

Expected result

pressing printscreen lets me select an area and save it to clipboard
