Cluster Info Page - Timeout #106

When I try to view cluster info for some clusters, I get a timeout. The exact message is:

"The request for this cluster has timed out. Please try again later. "

This an issue for some clusters that are available and also unavailable, but not all.

We should check for new behaviors on api.dev.slateci.io, an environment that runs behind a Google L7 Load Balancer.
