Alarm IOC

The alarm IOC as used at SLAC requires the exposure of propagated severity through the alarm hierarchy over EPICS. Additionally, the severity of individual PVs must be exposed. The Phoebus alarm server has the configurable option to write the severity of an alarm unit to a pv. This is only available at the node level and will need to be extended for SLAC compatibility. One option is to extend the alarm server application to create a Kafka message consumer tasked with the writing to the alarm IOC. If this were the approach, we could entirely avoid the deprecation of the DP PVs and FORCEPV bypass indicators.
