切换主题时不重新加载图标，反之亦然 #13478

目前切换主题会重新加载图标，全部图标会切换两次（自定义图标→默认图标→自定义图标），感觉不够顺滑

另外，切换 隐藏底部状态栏 开关的时候也不应该重新加载主题和图标
