Running WebPageTest script standalone without browsertime, still need you to give a URL to work:

bin/sitespeed.js --plugins.remove browsertime --webpagetest.file webpagetest.txt --webpagetest.key KEY https://www.example.com

If you use a webpagetest.file you shouldn't need to give a URL.
