Add non-celestial calibration targets

We need to start the infrastructure to run our different hardware calibrations. The two I'm thinking about the most are

1. Wire grid calibrations for the SATs
2. Stimulator measurements for the LAT

I think from a user perspective, the "add calibration target" option is the best way to input that we want to run one of these calibrations. But after that we need to figure out when to do it and then to actually add it.
