Setup to parse schedules with downtime #115

The new set of schedules have sun downtime explicitly called out. Ex: https://github.com/simonsobs/SAT-scan-schedules/blob/main/schedule_n-10_e60.txt

We're going to need to be able to parse these.

Newer schedules won't call out downtime explicitly, so closing this.
