PTT button on headset does not accept incoming calls #13867

Bug description

To reproduce:

  1. Use Signal for Android on a device with a Bluetooth headset.
  2. Call the device.
  3. When the device rings, press the PTT key on the handset.

Expected behavior:

Pressing PTT causes Sigal to accept the incoming call.

Actual behavior:

The ringtone goes silent briefly, then continues ringing. I have to accept the call by using the touchscreen.

Additional information:

At the time the call came in, I was listening to music using VLC for Android, which supports PTT for play/pause. VLC paused the music as the call came in.
