Extrinsic parameters matrix

Great, great work!. I'm trying to follow your paper on People couting, but I can't understand the Extrinsic Matrix composition. I was expecting a Rotation and a Translation composing that matrix, but I cannot find those components. In your readme example:

   0.2598790000000     -1.1185600000000       0.0016756100000
  -0.6357660000000     -1.1096100000000     -0.0039933000000

159.2010000000000 276.2850000000000 1.0000000000000

I understand that the upper 3x3 matrix would be a rotation matrix, but It seems that's not the case. Is there any other parameter included in that matrix?, Could you please clarify the matrix composition?
