Server to Server authorization

In order for Shig to scale, foreign Shig instances must make themselves known to each other. For this we need server to server authorization. Since the individual Shig instances have authorized themselves to a Peertube instance, a kind of activity pub follow request may be sufficient. If that doesn't work, then the authorization must come from the PeerTube instance, means from the plugin.
