It appears that ParameterBlock is not explained on Slang User's Guide.
Since the feature is pretty useful, it will make sense to explain it as early as possible.

I think we can put a description of ParameterBlock right after "Global variables and Shader Parameters" section on Slang User's Guide.

Note that we may just copy & paste the description from "Language-Guide.md" document.
