Use ipv6 for SearXNG #183

Adding IPv6 by default would benefit:

the future of the internet, searxng would use IPv6 and thus contributing to the world stats of IPv6 usage
allow to easily change IPv6 address for circumventing the blockage of some search engines

Good example of good implementation of ipv6 in a docker-compose file: https://github.com/mailcow/mailcow-dockerized/blob/master/docker-compose.yml#L617

If the host does not have IPv6 then it's ok, with happy eyeballs SearXNG will just use IPv4: https://en.wikipedia.org/wiki/Happy_Eyeballs

To be tested
