A new record should not be created every time the dashboard rake job is run

Are there any use cases for keeping old dashboard data? If not, you could either nix old vendor_lists in the dashboard rake job, or just set the dashboard rake job to overwrite the existing vendor_list.

As an aside, it seems kind of pointless to have an entire column to store a single string. There must be a better way to do that - any input?
