Reported by Xihan Ji: There's a bug in the NOVALUE bits such that empty spaxels are not flagged as NOVALUE. See, e.g., 8947-3701. This is not a problem for the DONOTUSE mask bit (which should be used instead), but this issue with NOVALUE should be fixed.
