Refine "rights" information in Download menu

Address potential user confusion that arises when they click to download a transcript or audio file on on the Downloads tab. Issues reported by one user during Feb 2024 user testing of the Oral History user request dashboard:

1. user confused as to why “rights” menu appeared in the "download" menu.
2. "rights" information appears before option to "download" selected file. Perhaps move rights info to last on menu ?
3. upon clicking rights link, user was taken to Creative Commons webpage
   
   that "explained" the licensing terms, but could not interpret the glyphs at the top, and found the all-caps CC BY-NC-ND 4.0 DEED forbidding and incomprehensible, and assumed this was an error page.

@Gabz73 , I'd love to put some work into this but I'd like to have a more specific plan before we launch into it. Maybe we spend a few minutes talking about it next Monday!
