Resource pages:System pages editor not working

Nothing is viewed in editing box when I try to edit a System Page, though it should show the code of present page.

This bug does not affect me. A little problem I am facing is every time I click Edit on a system page, the screen view scrolls down by like 100+px and it's pretty annoying if you ask me.

On the resource pages, under "system pages", when I click on edit for a particular page, a textarea (blank) is shown. Can you please explain, what this textarea is supposed to show?
e.g. For "Password Reset", is it supposed to show all the names of user who requested for password change (then "edit" option won't carry any meaning) OR is it supposed to show whatever I write in that textarea?
Please explain the exact purpose of "system pages" and "edit" option under it as the purpose of main tabs like "user status", "password reset" etc. look the same to me.
