email verify banner shouldn't appear if email sending isn't enabled

I have a dev server with email sending not enabled:

Yet I just got a "verify your email address" banner. I usually don't, but I just did. So there must be some incorrect fallback logic where if something isn't quite loaded it defaults to the wrong option (i.e. if info isn't available, default to don't show the banner).
