See jupyterlab/jupyterlab#8457 for a lot of relevant discussion for JupyterLab.

JupyterLab doesn't have this, but they have some nearby things, proposals, extensions, etc., so it would be nice if we could implement something that is compatible.

Motivation: I was listening to Bryan Cantrill talking about the incredible convincing value of a "color coded spreadsheet" in a podcast today, and realized that we still haven't made it we have color coded notebooks...
