[VIP] [Retrancode All] Revisit the condition for retranscode all media

As per non vip code, I am able to retranscode the media at the same time. However, with VIP codebase, it only allows latest 10 media files to retranscode.

@kjnanda Update on this issue.
As per my finding, This is not just only a VIP platform but also should reproduce on standard WordPress setup. In order to achieve transcode all media, we need to change our implementation.

Note: I have only check plugin independently Not with rtMedia
