If I do system-upgrade download, but there is an error, e.g. in the transaction check, subsequent download command wants to redownload everything. This is not acceptable for people with slow links and metered connections.

what is the role of the --datadir option in this? I can use it to store the downloads, but then how do I use it?

Something similar happened to me while trying to upgrade from Fedora 23 to 24. Upgrade didn't work for whatever reason, before I can try again I have to download 2 GB of packages again. Wahey.

Not everyone has fast internet connections.
