bug: backfill function didn't work when testing in production #14

Hi there, i'm doing some testing on behalf of firebase, and i'm not sure backfill is working correctly.

Steps to repro:

i created a user in Firebase Authentication
i installed the extension as per usual
no user docs were created (even allowing time for tasks to be queued etc)

I saw no tasks enter the queue, if that helps.
