Create a TCP/IP interface for D48E #16

Higher end FLIR PTUs (like the D48) are capable of direct TCP/IP control. Would it be possible to expand the functionality of this driver to allow for control via TCP/IP in addition to serial control?

I have a outstanding pull request for a TCP version I made. It is under one of my branches, waiting for a pull request merge, but you can try it. See branches at

I have another branch there to improve the position and velocity queries that go into the joint_state messages.
