We use the presence of --ifconfig as a proxy to determine how far we are in the handshake? This match has confused me a bit. This was present already and shouldn't block this PR.

I suspect there's parts of code being re-used for re-keying (i.e. establishing a new set of keys after a given period of time or data passed).
