Doesn't have to be the finished version, but it would be great to get a draft - taking good ideas from elsewhere maybe?

We now have some info for developers in the README.md that could be moved into contributors guidelines to get us started.

Contributors guidelines should be in a file called:

docs/CONTRIBUTING.md
