With #16, all of the project configuration will live within pyproject.toml, moving the pylint configuration to pyproject.toml allows for a much compact repository structure.

Thanks, @SauravMaheshkar . I've seen this being done, but I'm not 100% sure it's an all round win. Pylint config files can get quite long, and I'm sometimes feel it makes the pyproject.toml harder to read, without giving many benefits.

But I'm happy to be persuaded otherwise. Maybe we can leave this issue open and other contributors can weigh in with their thoughts on this?
