migrate to uv

uv backed by Astral, the creators of Ruff, is an extremely fast Python package installer and resolver, written in Rust. According to their open-source benchmarks they are 10-100x faster than pip and pip-tools (pip-compile and pip-sync). uv has been adopted by popular repositories with observed performance boost.

That's interesting, @SauravMaheshkar - I had not heard of uv. We don't have performance problems with pip at the moment, but it's useful to have this information handy for the future, in case we need to shave some time of our build minutes quota.
