I want pip install snipergw. The name is free on pypi. We need to build this into the CI, after #4

Follow-up: this seems to be basically impossible right now. If gwemopt is treated as a submodule, pypi won't take the wheel. If gwemopt is a regular dependency, all the argparsing stuff won't work because gwemopt has a non-standard directory structure, with much of the magic happening in bin/, and you need to import the file.
