發票可否編輯（統編、載具、重新開立）？
發票開立時間希望往後延（出貨後才開發票）、也可手動提早開立（若已開立，後續出貨就不會再開）

config 可決定 A.payment 成功或 B. 已出貨再開發或者 C. 不開（線下開發票＝沒有申請電子發票）
