We need a new page/section for users to enter and connect with their cadre member key, if they are part of the cadre they can see a list of addresses and their respective message of why they want to be a part of the cadre. Then they can vote to approve or deny that member request to be a part of the cadre. this should all be registered into the database in a very similar format as the cadre voting system for dao applications.
