emp cert-attach doesn't trigger a ELB/ALB update

What I would expect to see?
After attaching a new or different certificate, a CloudFormation change would be triggered which would update the ELB/ALB.

What happens right now?
A CloudFormation update is kicked off, but only on the ECS Service and Tasks.
You need to do a emp deploy in order for it to be applied.

This is a minor issue which has a workaround, however I haven't seen it mentioned anywhere, so I thought an issue would be as good a place as any.
