Version 21.1.0.0.0 is released

This version allow connection to server version 12.1 and later (11.2 works but is not officially supported)

Plan

• Update builder to use the new version for 7.4.17RC1 / 8.0.4RC1 (March 18th)
• Use it for all versions with 7.4.17 / 8.0.4 (April 1st)

RPMs of new version 7.4.17RC1 and 8.0.4RC1 are available int the testing repository and use version 21.1
