Could not find function xmlCheckVersion in library libxml2. Is libxml2 Installed?

Idk what's going on here, so I'll just explain how I got here.

I installed using 'pip3 install edx-downloader', but that didn't get me anywhere, because I was getting an error at '## Usage'. (stating that " 'edxdl' is not recognized as an internal or external command, operable program or batch file.")
I then installed it manually, and this error came when I tried downloading 'pip3 install -r requirements.txt'

I'm using 64bit windows os
