license for manual

@redcap-tools/raise-manual-v1-author, during today's RAISE meeting, we talked about different licensing options.

The initial feelings leaned towards the CC-BY-NC-ND. It was important to @RaymondBalise to prevent the material showing up in commercial outlets. I've put that on the repo for now, but we can change it before too much content is added.

Does anyone have thoughts on other clauses that are important to them (eg, the "NC" clause stands for "NonCommercial")? The menu of CC licenses is a good starter. If so, please post below.
