Provide infrastruture for hosting members' 3rd/4th year projects.

This will require:

A gitlab runner
Network route between Redbrick and SoC
A plan on how to accommodate users with this

Todo:

Create an example project that has CI deployments from SoC gitlab
Create a template on how to setup a user with their hosting on Aperture
