Switch to ts-toolkit npm packages

Right now Playground is using a submodule of ts-toolkit with 1ma branch listing ReadiumCSS v2 as a dev dependency since ts-toolkit's npm package for Navigator is still using ReadiumCSS v1.

Of course once the Navigator package ships with v2, we should migrate to that m, and remove the submodule entirely.
