Ensure rebuttals can be submitted when 3 rebuttals are added before tag is added

Live version of rbutr has a weird bug which keeps the Submit button greyed out when you add 3 rebuttals before adding any tags. To submit, you have to ensure you have at least on tag entered, then remove one of the rebuttals, then re-add it.

Correct requirements for submission should be:
1 or more source pages.
1-3 rebuttal pages
1-6 tags
