Feature Request: Look up Gains by Username

A feature has been requested to be able to use the see_gains and list_gains command for people other than yourself.

On one hand, I like this idea because it adds accountability, and you can have groups of people checking in on each other to positively encourage each other to keep working towards their goals.

On the other hand, this also may make what was originally private data public, which is something I wouldn't want to force on anyone who didn't want it.

The first solution I can think of is to keep everything private by default unless a user inputs a command that will allow sharing of their data to other users, so a user could do something like g!see_gains RazzleStorm#5634, for example, and see my graph instead of their own.

Does anyone have any other thoughts on the benefits and downsides to implementing such a feature?
