Describe the problems in the documentation

cuGraph BLOGS sections haven't been updated since 2022.

  • Add splash page with links to existing and descriptions of future BLOGS in analytic series
  • Add links to other recent BLOGS done and planned by cuGraph developers (GNN, cuGraph Service MNMG)
  • Update and refresh BLOGS and conference page to remove outdated links and add new content
  • Add 2023 links with latest helpful links
