Too many pending transfers for batch unlock - consider off-chain computations

This is an idea for the case where we would allow a lot of pending transfers to exist. In this scenario, if the channel is closed uncooperatively, we could potentially use something like TrueBit to perform the off-chain computations (calculating the merkle root and unlocked amount) and only use the verified result to do the token transfers.
