Build failures because of failed downloads from P3M #917

We see a number of failed downloads from P3M recently. If you see an otherwise inexplicable failure in your setup-r-dependencies step, look for lines like this:

  ✖ Failed to download pkgdown 2.1.0 (x86_64-pc-linux-gnu-ubuntu-22.04)
  ✖ Failed to download sessioninfo 1.2.2 (x86_64-pc-linux-gnu-ubuntu-22.04)

Re-running the failed jobs often works.

The P3M team knows about the issue, and hopefully it'll be fixed soon.
