I see this listed for Pants, but I can't come up with a meaning that fits my experience.

My impression was that Pants (like Bazel and Buck) has the philosophy that everything should be in the repo. However it seems that at least Pants can include external Java and Python.

Yeah, it's definitely limited outside of pip and ivy.
