Offline import CVSS enrichment data

Currently central scanner in ACS requires an offline mode to import all relevant data, including CVSS enrichment. However, while we have an offline import function for importing vulnerabilities in Claircore, there's no equivalent method available for CVSS data.

I propose we explore the possibility of introducing an offline import feature specifically for CVSS data. This could potentially be integrated within an out-of-tree solution. I'd be interested in hearing everyone's thoughts on this matter.
